Lot Grading Certification Process
 
What is the Lot Grading Certification Process?
As a condition of a Subdivision/Site Plan Agreement or a Consent/Severance Approval, it is the policy of the municipality to require the design and submission of an Overall Site and Storm Drainage Plan for each parcel of land to be developed. In addition, each new property created by this development is also required to submit an Individual Lot Grading & Drainage Plan prior to the issuance of any building permits. 
All Lot Grading and Drainage Plans are to be prepared by a Professional Engineer or Ontario Land Surveyor and submitted for approval to the Municipality's Consulting Engineer.
 
Step One
Submit Overall Site and Storm Drainage Plan to Municipal Consulting Engineer for approval.

Step Two
Submit Individual Lot Grading and Drainage Plan for approval. Stage One building permits can be issued authorizing construction of a building's foundation only.
Step Three
Submit Certificate prepared by a Professional Engineer or Ontario Land Surveyor confirming that the foundation, as constructed, complies with the approved Individual Lot Grading Plan. Stage Two building permits can be issued authorizing construction and completion of the building.
Final Acceptance
Submit Final Lot Grading Certificate prepared by a Professional Engineer or Ontario Land Surveyor confirming that the final lot grading is in conformity with the Overall Site and Storm Drainage Plan.
Release of Deposit
Once approval has been submitted to the Building & Development Services Department, Damage/Lot Grading Deposit monies will be returned and the property will be released from the Subdivision/Site Plan Agreement.

Why is there a Lot Grading Certification Process?
The Lot Grading Certification Process has been developed to ensure that adequate provisions are made throughout the construction process to address the potential or adverse environmental effects such as flooding, erosion control and water pollution. It is also used to identify any subterranean water problems that would have an adverse impact on the new development and/or the existing community.

It is important to ensure that environmental protection and development objectives work in harmony so that the municipality can accommodate environmentally appropriate growth. The Gorges of the Grand and Irvine Rivers, including their respective watershed, are dominant features of the Municipality and strong protection measures are adopted to protect these natural assets. 

Submission Requirements
Individual Lot Grading and Drainage Plans are evaluated on conformance with the Overall Site and Storm Drainage Plan. The grading plan should include, but are not limited to, the following engineering principal items:
  • Property dimensions
  • Legal description of the property
  • Existing and proposed elevations of the property
  • Proposed building location and setback requirement
  • Building elevations for foundation and finished floor
  • Site services locations (water, sewer, hydro, septic)
  • Proposed driveway,sidewalk and curb location
  • Easements and right-of-ways
  • Applicant's Role and Responsibilities
    Each person/agency has defined roles and responsibilities to ensure that the application will move quickly through the Lot Grading process. Please consult with municipal staff before submitting an application for approval.
