Strategic Decisions from Council

2021 Budget Approval
Council approved the 2021 budget, with a 1.33% increase in taxation.  The 2021 Budget was developed with a commitment to ensuring the Township can continue to meet existing levels of service while minimizing the impact of tax increases on residents and businesses.  This includes a clear focus on improving service delivery, managing growth, and delivering services more effectively and efficiently.  

2021 Budget Highlights

  • A 0% wage increase as per the Employee Memorandum of Agreements with the Township’s Staff Association and two Volunteer Firefighter Associations.
  • Two permanent full-time positions approved will be shared positions with neighbouring municipalities.  This allows for resource sharing and a lower cost to each municipality.
  • Replacement of Fifth Line culvert (structure 4-WG).
  • Repaving of Eighth Line W from Middlebrook Road to WR 18.
  • Replacement of the watermain on Hill St. E from Gowrie St. to Cameron St. (Fergus).
  • Replacement of the ice pad at the Elora Community Centre.
  • Servicing of employment lands on Dickson Drive (Fergus).

OLG Arts, Culture and Heritage Funding Allocations for 2021

Council allocated the OLG Arts, Culture & Heritage Funding for 2021 in the following ways:

Elora Centre for the Arts $17,000
Fergus Scottish Festival   $29,040
For a total of $46,040.

Request for Tender – Construction of Municipal Services: 6520 and 6523 Wellington Road 7, Elora
The scope of work comprises of the construction of municipal services for 6520 and 6523 Wellington Road 7, Elora, which includes the extension of the sanitary sewer, replacement of an undersized watermain, new sanitary and water services, utility crossing for future pedestrian signals, road and boulevard restoration, and surface asphalt. The majority of the work being completed is on behalf of Elora South (Pearle Hospitality) as it relates to their activity centre and future condominium development, however the existing watermain within the limits of this contract is undersized therefore the Township has included this work within this contract.  The tender was awarded to J. Weber Contracting Ltd. at a contract price of $352,821.00, including contingency and excluding HST.

Concurrence Request, Proposed Xplornet Tower, 6708 Seventh Line, W. Garafraxa
Xplornet Communications has proposed a new 45.0m tall steel light duty lattice style communication tower and related radio equipment on private property at 6708 Seventh Line, West Garafraxa. The proposed structure will enhance internet and data coverage for this area within the Township of Centre Wellington, near Belwood. The facility is proposed in a rural area and will occupy a ground area of 3m x 3m. Xplornet already has equipment on a silo on the subject property and the new tower will improve service for existing customers as well.  Council has no objection to the proposed telecommunication tower.

Xplornet Communications has proposed a 45.0m tall steel light duty lattice style communication tower and related radio equipment on private property at 5976 Seventh Line, Eramosa, ON. The proposed structure will enhance internet and data coverage for this area within the Township of Centre Wellington, southeast of Fergus. The facility is proposed in a rural area and will occupy a ground area of 3m x 3m.  Council has no objection to the proposed telecommunication tower.

Environmental Registry Number 019-2017- Proposed Implementation of Updates to Ontario's Water Quantity Management Framework
The purpose of the report was to provide Council the opportunity to review, consider and provide comment on the recent regulatory proposal posted on the Environmental Registry of Ontario by the Province of Ontario related to implementation of the Ontario Water Quantity Management Framework. The proposed changes include priority of use, area management of stressed areas, data publication and revocation of the interim water bottling technical guidance. This proposal is related to the expiry of the water bottling moratorium on April 1, 2021.  Council approved a motion that the Township’s Hydrologist review the revocation of the Interim Water Bottling Guidance report to ensure that the revocation does not remove requirements that are beneficial to the Township and its water management.

Proposed Motions

The Proposed Motion from Councillor VanLeeuwen requests that we acknowledge the financial, emotional, spiritual and mental effect of public health restrictions on Centre Wellington residents due to the COVID-19 pandemic, and that the motion is forwarded to the Province of Ontario, area Counties and Municipalities as a further encouragement in joining this leadership effort to invest in their communities due to the effects of Covid-19 and its restrictive effects on their residents.  The motion was unanimously passed.

The Proposed Motion from Councillor Kitras requested that Council form a Community Wellbeing and Neighbourhood Hospitality Task force of two Councillors and 6 citizens for the purpose of enhancing mental and emotional health of community through building Neighbourhood networks and social interaction.  The motion was deferred for 2 months to allow for Councillor Kitras to review options with staff on this motion.

The Proposed Motion from Councillor Kitras requested for Council to develop Staffing recommendation business plans to obtain approval for a new employment position.  This motion was deferred to allow for the CAO to provide in writing the process staff take when creating new positions and the metrics behind any new positions created and brought forward to Council.
