2019 Audited Financial Statements
Council approved the December 31, 2019 audited draft consolidated financial statements as presented by KPMG LLP Chartered Professional Accountants.

Termite Update
In February of this year, Council discussed a motion regarding termite control, ultimately resulting a resolution requesting a staff report. Township staff consulted with Dr. Myles who recommends that, as a first step, the Township undertake a survey of properties where termites are known to exist, to determine the extent of termite infestation today. Council approved the estimated cost of approximately $15,000, which will be covered by the Building Division's operating budget. The termite survey work is scheduled to take place each weekend in August, for 5 consecutive weeks. Homeowners in the affected areas will be notified of the inspections with a request to allow access to their properties for the inspection.

Heritage Permit Application HP-2020-002 - 7224 Sideroad 10, Pilkington
Council approved a Heritage Application permit, allowing the owners to make alterations to their former c. 1902 schoolhouse. Council approval is required because the property is designated under Part IV of the Ontario Heritage Act and the alterations will either be visible from the street or are likely to impact the heritage attributes identified in the attached designation by-law. The alterations include removal of a 1970s balcony, reconstruction of an existing second storey dormer, construction of an additional dormer directly opposite the existing to balance the roofline, new door openings on the rear facade to facilitate transition to the rear yard, and a new entrance door and stairs below grade on the west facade to access the basement level.

Sole Source Award: Smart Meter Program
Council authorized a sole source contract award to Evans Supply Limited for the completion of the AMI Smart Meter Pilot capital project, at a total upset limit of $60,000.  Current meter billing software is out-of-date and no longer supported.  Once complete, the pilot will provide the Township with ownership over meter data (currently with CW Hydro), will integrate existing meter infrastructure to allow for a Smart Meter Pilot to proceed and advance the Township’s efforts in adopting “smart technology” for water and wastewater utility assets.

Provincial Water Management Framework Review

On June 18, 2020, the Ontario Ministry of the Environment, Conversation and Parks (MECP) posted a regulatory proposal on the Environmental Registry of Ontario (ERO) entitled: Updating Ontario’s Water Quantity Management Framework”.  Staff provided Council with an information report on the proposal, and received approval from Council to provide comments to the Ontario Ministry of the Environment, Conservation and Parks.

This proposal is a key part of the Ontario government’s moratorium for new and increasing bottled water takings which is currently set to expire on October 1, 2020. As part of the moratorium, the Ontario government committed to complete a review of the Province’s water taking programs, policies and science tools.

Based on the conclusions of the provincial review, the MECP has proposed four goals to improve water quantity management in Ontario.

Goal 1: Establish clear provincial priorities of water use

Goal 2: Update our approach to managing water takings in stressed areas

Goal 3: Make water taking data more accessible

Goal 4: Give host municipalities more input into water bottling decisions

Managing the Impacts of the COVID-19 Pandemic Update #4

Chief Administrative Officer Andy Goldie provided Council with areport, outlining updates regarding the activities of the Emergency Operations Centre Team (EOCT) since the last report to Council on June 29, as well as the reopening status and plans for various Township Community Services programs and facilities.
