Request for Proposal #45-22: Wellfield Capacity Assessment
Council delegated the Request for Proposal to the Township’s Tender Award Committee.  The Township presently operates a series of nine (9) municipal groundwater supply wells under the authorization of Permit to Take Water (PTTW) No. 4856-9KBH5A, dated June 23rd, 2014. As a condition of the Township's PTTW and to provide data in support of the Township’s pending PTTW renewal application in 2023, a Wellfield Capacity Assessment is required to confirm sustainable pumping rates from municipal wells. As per the Township's proposed workplan for the Wellfield Capacity Assessment, which has been approved by the Ontario Ministry of Environment, Conservation, and Parks, the well survey and aquifer testing portions of the assessment must be completed in the Fall of 2022 and prior to the onset of freezing temperatures

Amendment to Subdivision Agreement, Haylock Farms
An amending subdivision agreement between the Township and Haylock Farm Ltd. in respect of Phase 2 of Draft Plan of Subdivision 23T-15001 was approved by Council.  In June 2020, the agreement authorized the municipal services for the first phase of the development, which consisted of a total of 175 units. The developer has completed the servicing of the first phase and new homes are under construction. The developer is ready to begin servicing the second and final phase in 2023 and has therefore initiated the preparation of the amending agreement to extend the terms of the initial subdivision agreement so they apply to the second phase.

Single Source Award for Bissell Park Pedestrian Bridge Deck Repairs
The Bissel Park Pedestrian Bridge (herein referred to as "Bridge 2-EL") is a key part of Elora's pedestrian and cyclist transportation network, linking neighborhoods located on the north and south sides of the Grand River in Bissel Park. Recent inspections of the bridge have noted the poor condition of the steel components comprising the bridge deck. To ensure the safety of the bridge for pedestrians, cyclists, and winter maintenance vehicles needed to clear snow and ice, repairs to the bridge deck are urgently needed.  Council approved the contract award for repairs to Eagle Bridge Limited who will complete the following scope of work:

  • Remove and dispose of deteriorated steel deck planks
  • Supply and install 366 galvanized steel replacement planks and retaining angles to cover planks along edges
  • Complete repairs to south end floor beam and threshold plate.
