Billing Schedule

The Final Tax Bills for 2018 have been issued for properties with assessment in the following realty tax classes: Residential/Farm, Farmland and Managed Forest.  The installment due dates are:

June 29, 2018 and September 28, 2018

The Final Tax Bills for 2018 have been issued for properties with assessment in the following realty tax classes: Commercial, Industrial and Multi-Residential, and also for properties with 'mixed' assessment (i.e. one or more of Commercial/Industrial/Multi-residential AND Residential or Farmland).  The installment due dates are:

September 28, 2018 and November 30, 2018

Change of Mailing Address

If you require a change of mailing address for your property tax bills please complete the Change of Mailing Address Request Form for Taxation and submit it to the Township.  It is the homeowners responsibility to notify the Township of any changes to ensure their property tax mailing information is up to date.   

Payment Options

You have options when paying your tax bill with the Township of Centre Wellington. They include:

  1. Internet or telephone banking
  2. Paid over the counter at your bank or credit union
  3. Choose one of two pre-authorized payment plans  (monthly or by installment)
  4. Mailed to the Municipal Office
  5. In person at the Municipal Office in Elora during business hours.

(current and post-dated cheques are accepted)

Penalty Charges

1.25% per month will be added on the first day of each month, until the account is paid in full.

Taxes paid with your mortgage?

Please contact your mortgage company directly, if your tax bill is not stamped:  "Paid by Mortgage Company."

Property Assessment

The Municipal Property Assessment Corporation (MPAC) is responsible for determining the assessed value of every Ontario property. MPAC sends out  Notices of Property Assessment to notify homeowners of their assessed values or any changes they have made to their assessments.  If you want to find out more information about your property tax assessment, you can visit About My Property on the MPAC website.

Request for Re-consideration 

A Form may be filled out stating why you feel your property assessment is incorrect. You have until March 31 of the current assessment year to appeal it using this method. Please contact MPAC at 1.866.296.6722 or visit the MPAC website to receive a Request for Reconsideration form (RfR). Until such time as your appeal is successful you are responsible for paying your installment(s) as they come due. 

File a Notice of Complaint with the Assessment Review Board

You have 90 days after MPAC has notified you of its decision on your RfR to file an Appeal with the Assessment Review Board (ARB). The ARB has its own Appeal process. There are application forms and fees involved as well as the requirement that you appear at a hearing to support your appeal. Supplementary Tax Billing

Supplementary tax bills are usually issued three times per year (spring, summer and fall) and are in addition to the interim or final tax bills that may have been issued.

Supplementary tax bills are sent out as a result of a change in your property during the taxation year.  These changes can include, but are not limited to: new residential homes, new commercial, residential or multi-residential units, changes in tax classes, additions or renovations to buildings and previously exempt properties that become taxable.  Supplementary tax bills are issued as well for changes in your property from two years prior to the current year (termed omitted assessment).

A separate bill is issued for each taxation year where a change has occurred.  The bills themselves also indicate what time period they are for and the reason for the change.  These bills follow the Supplementary Assessment Notice that you would have received from MPAC prior to the issuance of the tax bills.

Supplementary tax bills do not include any property tax arrears or credits that may be on account.

If you are on the Township's Pre-Authorized Tax Payment Plan, the supplementary taxes owing will not be included in the payment amount.  If a mortgage company is paying your taxes your bill will be stamped "Paid by Mortgage Company".

Tax Relief / Vacancy Rebate

The County of Wellington offers a program to assist in providing tax relief due to property tax increases for low income seniors and low income persons with disabilities.  The program provides up to a maximum of $500 annually in property tax increases to be rebated to home owners.  To qualify for the tax relief program one of the following must apply to you:

  • You are a low income senior who is in receipt of the Guaranteed Income Supplement (GIS) and have attained the age of 65 years;
  • You are a low-income person with a disability who is in receipt of benefits under the Ontario Disability Support Program (ODSP)

Other Provisions for Tax Relief

  • Applicants must be the owners of the property for a period of one or more years prior to application. 
  • The month in which the low income senior is 65 years of age or the low income disabled persons become disabled is when the tax relief begins.
  • Tax relief only applies to current taxes only

Application for Tax Relief 

Vacancy Rebate

Vacant commercial or industrial buildings may be eligible for a Rebate of Property Taxes.  The building or vacant space must be unoccupied for 90 consecutive days in order to apply.

The deadline for submitting this application is the last day of February of the year following the taxation year relating to the application.  Please contact the Finance Department for more information as we have made changes to our Vacancy Rebate Application process as of January 1, 2018. 

Where do your tax dollars go?

Property taxes are calculated by multiplying the property's assessed value by the tax rates. The tax rates are set by The Township of Centre Wellington, County of Wellington and the School Boards.

For an average home assessed at $331,205, the taxes are allocated as follows:

  • 56.7% ($2,142.31) goes to the County of Wellington
  • 26.7% ($1,009.65) stays with the Township of Centre Wellington
  • 16.6% ($627.99) goes to the school boards

An assessment is a current market value of your property. The Municipal Property Assessment Corporation (MPAC) is responsible for classifying and placing a value on all properties in Ontario.
