Township and Pearle Hospitality Land Sale Update
With the purchase and sale agreement closing date of August 21, 2017, Council executed the appropriate by-laws to clear the conditions relating to the conveyance of municipal owned lands as noted below to Pearle Hospitality. To clear certain conditions in the agreement pertaining to various Township owned properties, the Township Solicitor has prepared by-laws to: a) authorize the disposition of the Walser property and the Victoria Street parking lot, b) to permanently close part of a public lane (Ross and Allan Street) and c) to permanently close part of a public lane (Victoria Street). This will mean that construction can begin shortly on the new Metcalfe Street parking lot, adjacent to the LCBO which will create 32 new parking spaces, including four accessible spots.

Council enters into an agreement with the Centre Wellington Community Radio Inc. (The Grand 101)
The Grand at 101.1 Radio Station operates their FM broadcast transmitter and related equipment on the Township's Gartshore Water Tower. The existing Non-Exclusive Radio Transmitter License Agreement between the Township and CWCR for the radio antennae and related equipment expired on October 31, 2016. In order to address the increase in operating costs and update various clauses in the existing License Agreement, Township staff have prepared an updated License Agreement for an additional 5-year term. The agreement includes provisions for safety of Township and contractor personnel needing to access the roof of the Water Tower, future relocation of CWCR's equipment for Water Tower recoating, required qualifications for CWCR contractors accessing the roof, and a monthly fee of $700 plus HST to be payable in-kind by CWCR by providing the equivalent worth of radio advertising at no cost to the Township.

Former Fergus Pool property to become a site office and storage area for the St. David Street Bridge Rehabilitation project
The St. David Street Bridge Rehabilitation project is scheduled to occur in 2018. As the detailed construction drawings are being prepared, it has become apparent that there will be minimal space within the area of construction to place a site office trailer and storage for equipment and materials in a secure compound while being able to maintain accesses to businesses during construction. In order to address this issue, staff approached the owner of the former Fergus Pool property at 190 St. David Street South ("Property") to determine if the site was available and could be used as the contractor's site office and equipment and materials storage area for the St. David Street Bridge project. The owner has agreed, and Council approved this Lease Agreement with Demin Enterprises.

New Building Official Position
The Building Division of the Planning and Development Department continues to see unprecedented building permit and inspection activity. In addition to substantial construction activity within the Township, the new Groves Hospital project will be constructed over the next two to three years which will require substantial Building Division resources. In order to meet the Building Division's statutory obligations to the community, Council approved the hiring of a permanent full time Building Official III.
