    Strategic Decisions from Council

    Elora Centre For The Arts - Request for Interest Free Loan Agreement Revisions

    Council authorized the Mayor and Clerk to execute a new interest free loan agreement with the Elora Centre for the Arts; and extended the term of the interest free loan to a ten (10) year term. In March 2015, Council approved an interest free loan agreement with the Elora Centre for the Arts in the amount of $50,000 to be repaid over a five year term starting on October 1st, 2016 and annually thereafter, with the final payment on March 1, 2020. The ECFTA did make its required 1st payment of $10,000 payment on October 1st, 2016, however, due to unexpected circumstances beyond their control were unable to make the October 1st, 2017 $10,000 loan payment. The ECFTA interest free loan remaining balance with the Township currently sits at $40,000.

    The Township's legal counsel will develop a new Interest Free Loan Agreement for the Mayor and Clerk to sign that will then be registered on title.

    Public Forest Policy

    Council directed staff to move forward with the implementation of the Public Forest Policy in accordance with the resources available through the annual budget process for Centre Wellington.  The process of bringing this policy to Council has been facilitated in house championed by Mathieu Alain, Project Manager Community Services. Through a collaborative process engaging past resources created in Centre Wellington, best practices of other municipal arborist programs, members of the public with a keen interest in the public forest and the public open house hosted last fall, this policy is a reflection of the priorities and process required to sustain and enhance the public forest in Centre Wellington.

    Annual Community Improvement Plan Monitoring Report

    Council approved the addition of 43 West Mill St, Elora (Gorge Cinema), 7460 Wellington Rd. 21, Elora (Nieuwland Feeds property) and 7460 Wellington Rd. 18 (former St. Marys Cement) to the list of Priority Sites, as required under Community Improvement Plan Implementation Report. Council authorized the use of Level Two (2) Financial Incentives for these properties, subject to additional approval by Council on an individual property basis.

    This is the second full year of the CIP financial incentives and the number of applications has remained steady. It is expected that 2018 will follow a similar pattern and we have already seen three new applications for some much needed projects.

    Request for Jobs and Investment Incentive Grant - Motion Electric

    Council approved a Jobs and Investment Incentive Grant in the amount of $23,562.00 in favour of R & K Pope Holdings Ltd., (Motion Electrical Contracting) as set out in the Jobs and Investment Incentive Program.  In June of 2017, Council approved the Jobs and Investment Incentive Program and allocated $150,000 to support the implementation of the program. The program allows for a reduction of development charges for industrial development that creates jobs and makes an investment in the community. Motion Electric will be constructing a 5,100 square foot building at 770 Glengarry Cres. That will provide approximately 3,000 square feet of shop for the business and an additional 3 units of 710 square feet, 640 square feet and 710 square feet available for lease. It will replace 2 small units that they currently occupy at 820 Gartshore St. The investment of $1 million is expected to generate approximately 5-10 new jobs at Motion Electric itself as well as additional jobs that will be generated in the additional 3 leasable units.

    Water Supply Master Plan Tender

     The Council of the Township of Centre Wellington awarded the Request For Proposal #43-17 regarding the preparation of a Water Supply Master Plan to Aecom Canada Ltd. at an total upset limit of $212,820, exclusive of HST, to be funded from the Long Term Water Supply Study capital project.  The purpose of the WSMP project is to review and update the existing water supply capacity assessment and develop future water demands based on growth projections. The Water Supply Master Plan, in conjunction with the Scoped Tier 3 Water Budget Study will provide scientific data to make responsible decision for the protection of our water quantity and quality for the future.
