Private Property Parking Enforcement Program

The Township of Centre Wellington's Private Property Parking Enforcement Program is specifically designed to assist commercial and industrial property owners in managing and maintaining control of parking on their properties.

We understand the challenges involved in ensuring that only authorized vehicles use your parking spaces. In response to these concerns, the Township has enacted the Municipal and Private Property Parking By-law (2022-32), which enables property owners to access parking enforcement services directly through the Township at no cost. All revenues generated through the issuance of parking ticklets are retained by the Township to support the program.

Tickets are a proven deterrent for several reasons:

  1. Financial Impact - Fines discourage repeat violations.
  2. Behaviour Change - Consistent enforcement promotes long-term compliance.
  3. Perceived Risk - Visible signage and enforcement increase deterrence.
  4. Fairness - Rules are respected when applied consistently.
  5. Public Benefit - Helps ensure emergency access, pedestrian safety, and business turnover.

Property owners enrolled in the program have the option to choose between two levels of enforcement authority:

  1. Delegated Authority - This option allows the property owner or their agent to designate specific individuals who may contact the Township's Municipal Law Enforcement Services to request parking enforcement. The delegated individual must meet the Officer on-site to confirm the request, provide details, and identify the vehicle(s) in violation.
  2. Blanket Authority - This option provides ongoing, proactive enforcement at the discretion of the Township's Officers. Officers may enter the property or conduct parking patrols without prior request or the need for the property owner/agent to be present.

Participating property owners are responsible for installing appropriate signage at the entrance and throughout the parking area in accordance with the By-law. Guidance regarding signage requirements is detailed in the forms below.
