Construction Projects

The Township determines future road construction projects by reviewing known problems, location and underground services and comparing to available funding.  Council gives final approval during the budget process. Information about current Bids and Tenders can be found online.

 Churchill Crescent, James Street, Edinburgh Avenue, Fergus
  • The Township of Centre Wellington will begin the reconstruction of Churchill Crescent, James Street, Edinburgh Avenue between Forfar Street E and St David Street N, Fergus in mid-June 2018. The project is expected to be completed by the end of December 2018.
  • The street will be closed to through traffic during the construction period and local access will be interrupted at various times.
  • The contractor for this project is J G Goetz Construction, Guelph, Ontario.
  • A Public Open House was held on Wednesday April 18th, 2018 in the main hall at the Fergus Sportsplex from 6:30-8:30pm

 Gartshore Street (Forfar Street East to Elora Cataract Trail), Fergus

  • The Township of Centre Wellington is planning on completing the paving of Gartshore Street between Forfar Street East and Elora Cataract Tail, Fergus in the fall 2018. The project is expected to be completed Fall 2018. 
  • The street will be closed to through traffic during the construction period and local access will be interrupted at various times.
  • The contractor for this project is Cox Construction Ltd. Guelph, Ontario.
 Sideroad 20, Former Township of West Garafraxa
  • The Township of Centre Wellington has begun rebuilding Sideroad 20 between Fifth Line and Sixth Line in former township, West Garafraxa. The construction began in July 2018 and is anticipated to be completed with new surface paving in Fall 2018.
  • Sideroad 20 between the Fifth Line and Sixth Line will continue to be closed to through traffic during the construction period. Local access will be maintained with interruptions at various times during this period.
  • This road construction is being completed by the Township's Road Department and Steed and Evans Construction Ltd.
  • Heidelberg will provide the surface asphalt paving.

 

 St. Andrew Street East and Tom Street, Fergus

  • The Township of Centre Wellington began the reconstruction of St. Andrew Street East (between Gartshore Street and Lamond Street) and Tom Street, Fergus in April 2018. The project is expected to be completed by the end of December 2018.
  • The street will be closed to through traffic during the construction period and local access may be interrupted at various times. Pedestrian access on St Andrew Street East from Gartshore Street to Lamond Street is unavailable until the end of October. Alternative accommodations have been established for students traveling to John Black Public School. Please contact the school for additional information regarding student travel accommodations. The routes and conditions are subject to change daily and pedestrians will be required to obey signage and instructions when passing through the construction area. 
  • The contractor for this project is Drexler Construction Ltd., Rockwood, Ontario.
  • A Public Open House to discuss the project details was held on Wednesday, March 14, 2018 at the Fergus Sportsplex.  ​

St. Andrew Street West- Retaining Wall Replacement Project (County of Wellington Project)

  • The County of Wellington is proceeding with a concrete retaining wall and sidewalk replacement project.
  • St. Andrew Street West, Fergus between Beatty Line South and Johnston Street South on the South Side of the road. Construction began in July 2018 and is anticipated to be completed Fall 2018
  • The contractor for this project is Barcon Construction Inc., Grimsby, Ontario

St. David Street Bridge (Highway No. 6), Fergus

  • The Township of Centre Wellington is reconstructing the St. David Street Bridge (Highway No. 6) over the Grand River in downtown Fergus. 
  • The bridge reconstruction includes replacement of the bridge superstructure (girders, deck, traffic barriers, and sidewalks).  While the bridge work is underway, the Township will also replace the watermain, sanitary sewers, storm sewers, utilities and sidewalks on St. David Street from St. Andrew Street to Bridge Street.  
  • The new bridge includes mid-span look out areas for viewing the Grand River, decorative heritage style lighting, textured decorative concrete finish on the parapet walls, and improvements to existing and future walkways/viewing areas at the corners of the bridge.
  • The Township conducted a Municipal Class Environmental Assessment to identify the preferred bridge concept through consultation with the community, Heritage Centre Wellington, the Elora BIA, and various Provincial Ministries. 
  • The consulting design for the bridge has been awarded to the engineering firm WSP with project management by Triton Engineering Services Limited. 
  • The construction contract has been awarded to McLean Taylor Construction Limited of St. Mary's, Ontario.
  • Construction began on Monday, January 22 and continues until approximately mid November 2018.


Construction Update for the week of November 12:

Bridge and Infrastructure Construction this week:

  • The east parapet wall of the bridge was poured last week and the forms have been stripped.
  • The steel railings were installed on the east and west bridge parapet walls.
  • Installation of the electrical ductwork under the bridge is in progress and will likely be finished by the end of this week.
  • The concrete slab was poured from the deck to the sidewalk area at the east end of the Fergus Marketplace building.  
  • The concrete curbs along the roadway were poured this week.  The concrete curb at the east end of the Fergus Marketplace will likely be finished in a week or two.

 

Upcoming Bridge and Infrastructure Construction:

  • Grading and prep work for the asphalt road paving  will begin this week.  Grading and preparation of granulars for the sidewalks should be complete this week. 
  • The concrete sidewalks will be poured in the next week, weather dependent.
  • We anticipate that the base course of asphalt will likely be paved at the end of next week, weather dependent.  Surface course asphalt will follow, weather dependent.
  • The intersection of St. Andrew St. and St. David St. will remain open to vehicle traffic during the asphalt base course paving.  There may be a temporary short term access interruption to Menzies Lane East at the driveway entrance to the Brewhouse while paving is underway in this area.
  • We anticipate that the bridge will be open to traffic around the end of November following the completion of the asphalt paving and line painting on the bridge and roadway.  This timing is tentative and may be subject to change depending on weather conditions and the progress of the work.  The intersection of St. David St. South and Bridge St. / Queen St. East will remain closed until the bridge is reopened to traffic.
  • Finishing work on the final elements of the construction such as landscaping and miscellaneous metals is anticipated to proceed after the road paving, line painting and concrete sidewalks are finished.

Victoria Street Pedestrian Bridge, Elora

  • The Township of Centre Wellington will begin construction of a new pedestrian bridge between Carlton Place and West Mill Street, Elora August 2018. The project is expected to be completed by winter 2018.
  • West Mill Street will be closed to through traffic at times during the construction period and local access will be interrupted at various times. The Carlton Place parking lot will be partially occupied by the construction activity.
  • The Contractor for this project is Bronte Construction, Oakville, Ontario.
  • A public consultation meeting followed by a special council meeting was held at the Elora Community Centre on November 22, 2017.

West Mill Street, Elora - Streetscape Improvements (Phase 2)

  • The Township of Centre Wellington will begin the landscaping and surface works on West Mill Street between Price Street and Metcalfe Street in downtown Elora, July 30 2018. The project is expected to be substantially completed by Fall 2018. Final landscaping planting and final works to be completed Spring 2019.
  • The streetscape improvements will include enhanced accessibility, new concrete sidewalks with textured and coloured areas, landscaping, benches and bike racks.
  • The Township conducted a Municipal Class Environmental Assessment to identify the preferred streetscape concept through consultation with the community, Heritage Centre Wellington, the Elora BIA, and various Provincial Ministries.
  • The contractor for this project is The Downsview Group, Woodbridge, Ontario
