Annual Asphalting and Surface Treatment of Various Roads

As part of an annual paving program, the Township of Centre Wellington will complete paving works in the following areas:
The following roads are planned to be re-surfaced with new asphalt pavement:
- Eighth Line West- Wellington Road 18 to Sideroad 5, Pilkington
- St. George Street East- Tom Street to Barker Street, Fergus
- Argyll Street- Belsyde Avenue to McAlister Street, Fergus
- Rennie Boulevard- Cul-De-Sac Portion only, Belwood
The following roads are planned to be re-surfaced with double surface treatment- Tar & Chip:
- Beatty Line North- Sideroad 18 to Sideroad 15, Fergus
- Lamond Street- John Black School to Anderson Street, Fergus
- Anderson Street- House 491 to Park Entrance, Fergus
- Avruskin Street- Wellington Road 7 to Mill Street, Salem
- Ann Street- Woolwich Street to Avruskin Street, Salem
- Elizabeth Street- Woolwich Street to Avruskin Street, Salem
- Mathieson Street- Geddes Street to North Street, Elora
- North Street- Mathieson Street to Sophia Street, Elora
- Sophia Street-Geddes Street to North Street, Elora
- North Queen Street- Colborne Street to Moir Street, Elora
Other Paving Projects:
- Widening of Church Street to accommodate a new pedestrian and cyclist path- John Street to Kertland Street, Elora

Beatty Line Reconstruction- Millage Lane to Hill Street East, Fergus
|
- The Township of Centre Wellington has proceeded with the reconstruction of Beatty Line North between Hill Street East and Millage Lane/Elliot Avenue East, Fergus. Construction began in May and will continue through to December 2023.
- The street will be closed to through traffic during the construction period and local access will be interrupted at various times.
- The contractor for this project is Cox Construction Limited, Guelph, ON.

Centre Wellington Business Park Phase 1- Earthworks
|
- The Township of Centre Wellington owns property east of the existing limit of Dickson Drive in Fergus. To facilitate development of these employment lands, the Township is proposing to extend Dickson Drive and the existing municipal services.
- The proposed works will provide access to municipally serviced industrial, commercial and/or institutional employment lands and a multi-use path within the Centre Wellington Business Park in Fergus, to allow for continued economic growth and promote a live/work opportunity for the Township.
- The first phase of servicing works will be to complete earthworks to prepare the site for development.
- Earthworks are expected to begin in the Summer of 2022 and continue through to December 2022.

Centre Wellington Business Park Phase 2- Servicing
|
- The Township of Centre Wellington is extending a watermain on First Line, Elora from Bridge Street westwards to development lands located east of the intersection of First Line and Wellington Road 7.
- The watermain extensions is needed to service future employment lands located in this area.
- Construction is expected to begin in Summer 2022 and continue through to December 2022.
- First Line is planned to remain open during construction with some minor traffic disruptions.

Church Street Trail Connection- Elora

East Mill Street Reconstruction- Metcalfe Street to Melville Street
|
- The Township of Centre Wellington has engaged in public consultation for the reconstruction of East Mill Street in downtown Elora. The reconstruction is planned to encompass three blocks extending from Metcalfe Street to Melville Street. The project is driven by the need to replace aging infrastructure in this area.
- The East Mill Street reconstruction also provides the opportunity to improve the aesthetics and functionality of the streetscape, improve pedestrian safety, traffic flow and enhance access to the downtown Elora area.
- The construction began in April 2023 and Phase One of the project is scheduled to be completed by December 2023. All underground works, including utilities, are to be completed to the granular road base by the beginning of October 2023 between Metcalfe Street and Geddes Street.
- Most of the construction work is planned to be completed in 2023. The finishing items such as final restoration, plantings, finished surface pavements and line markings are anticipated to be completed in 2024.

McNab Street Watermain Replacement- High Street to Bridge Street
|
- The Township of Centre Wellington has proceeded with the replacement of the watermain on McNab Street in Elora, from High Street to Bridge Street.
- The existing watermain is nearing the end of its service life and in need of replacement.
- The project will also include road restoration complete with new asphalt.
- Construction started at the beginning of August and will continue until December 2023.

Moir Street Reconstruction- Elora
|
- The Township of Centre Wellington plans to reconstruct Moir Street from Geddes Street to Princess Street in Elora.
- The reconstruction of Moir Street will include the addition of new Storm Sewer, Sanitary Sewer and Watermain. The project will also include complete road restoration with the installation of curbs and complete with new asphalt.
- Construction began in August 2023 and is scheduled to be completed by December 2023.

New Well Exploration Program- Drilling and Testing 2022-2023
|
- The combined Fergus and Elora Water Supply system currently consists of six wells in Fergus and three wells in Elora. As outlined in the Township's 2019 Water Supply Master Plan, additional groundwater well sites are needed to supplement existing water supply capacity and accommodate population and employment growth to the 2041 timeframe.
- In accordance with the recommendations of the Water Supply Masterplan, the Township is assessing the feasibility of developing new groundwater supply sources in four target areas, These target areas are referred to as Areas 3, 5,7 and 8.
- The Township's project team has designed a test well drilling program in these areas to assess the feasibility of locating future municipal production wells.
- The drilling and testing work will begin in June 2022 and continue through to 2023.
- The contractor for this project is Aardvark Drilling Inc., Guelph, ON.

Rehabilitation of Bridge 3-N Beatty Line, Former Township of Nichol

- The Township of Centre Wellington is rehabilitating concrete structural components on Bridge 3-N Beatty Line, between Sideroad 10 and Sideroad 10, former Township of Nichol. Construction will occur from June 19 to September, 2023.
- At the bridge site, Beatty Line between Sideroad 10 and Sideroad 10 will be closed to traffic during the construction period.
- The contractor for this project is Marbidge Construction Ltd., Mississauga, ON.

Replacement of Bridge 16-WG Fifth Line, Former Township of West Garafraxa
|
- Bridge 16-WG is located on the Fifth Line between Wellington Road 19 and Sideroad 15 in the rural area to the north of Belwood. The pre-existing Bridge 16-WG is a single lane, single span concrete spandrel arch over Irvine Creek that was constructed circa 1910 and is scheduled to be fully replaced.
- A Municipal Class Environmental Assessment Study completed in Winter 2022 concluded that the existing bridge should be replaced with a new bridge.
- Construction will occur from May 15 to November 30, 2023.
- The contractor for this project is UrbanLink Ltd., Beamsville, ON.

Replacement of Bridge 24-WG First Line, Former Township of West Garafraxa
|
- Bridge 24-WG is located on the First Line between Wellington Road 19 and Sideroad 15 int he rural area to the north of Fergus. The pre-existing Bridge 24-WG is a single lane, single span concrete bowstring arch over Irvine Creek that was constructed circa 1922 and is scheduled to be fully replaced.
- A Municipal Class Environmental Assessment Study completed in January 2020 concluded that the existing bridge should be fully replaced with a new bridge.
- Construction will occur from April 2023 to June 2024.
- The contractor for this project is Finnbilt General Contracting Limited, Stratford, ON.

Replacement of Wells F2 and F5- Fergus
|
The Township will be replacing two municipal productions wells located in Fergus. The existing wells are being replaced with new wells to optimize the amount of water that can be supplied from these locations.
- Well F2 is located at 449 St. Andrew Street East, between Herrick Street North and Gartshore Street.
- Well F5 is located at 900 Scotland Street, near the intersection of Scotland Street and McQueen Boulevard.
New monitoring wells used to collect measurements in the groundwater aquifer that supplies the Township’s drinking water will also be drilled as part of this work.
- A grouping of three monitoring wells will be installed on the boulevard at the northeast corner of the intersection of St. Andrew Street and Cameron Street.
- A monitoring well will be installed at the Township’s Water Services property located at 295 Queen Street East.
Drilling work will begin in late July 2021 and continue until July 2022.
- During this time, the contractor will be moving between the various sites with a truck-mounted drill rig to install the wells and perform testing.
- The drilling work is not anticipated to result in any road closures.
