Special Council Meeting regarding the Demolition and Clean-Up of 25 West Mill Street Elora
Council delegated authority to the Chief Administrative Officer, Dan Wilson, to finalize and execute a Temporary Access and Demolition Agreement for the demolition and clean-up of the structure located at 25 West Mill Street, with all associated legal and consulting engineering costs funded from the General Capital Reserve.
The Elora Greenspace is located at 25 West Mill Street, a property owned by Suncor Energy Inc. and leased to the Township of Centre Wellington. In the northwest corner of the property, there is an unoccupied stone building situated near the former Francis Lane and next to 43 West Mill Street, both of which are owned by Kat Florence Corporation.
On February 24, 2025, the roof and parts of the walls of the stone building at this site collapsed. The building shares a common stone wall with 43 West Mill Street. Debris can be found both within the 25 West Mill Street structure and along the former Francis Lane.
The structure requires demolition due to its condition. The owners of the adjacent property, Kat Florence Corporation, have expressed interest in participating in the demolition and clean-up since part of the debris is located on their property and the structure is attached to their building at 43 West Mill Street. The involvement of the adjacent property owners in the demolition project presents a practical solution to several challenges, including safety and access related to the demolition. The terms of the Agreement have been negotiated to reflect these interests while ensuring that all demolition and clean-up work is conducted in compliance with municipal standards and regulations.
