Authority to Execute Growing Canada’s Community Canopies – Urban Forestry Plans and Studies Grant Agreement
Council authorized the Mayor and Clerk to sign the funding agreement for the Township's successful Growing Canada's Communities Fund grant. This is an administrative step that allows the Township to officially accept the funding and move forward with the approved project. 

The Township of Centre Wellington has been awarded funding for the Centre Wellington Urban Forest Resilience and Natural Asset Management Initiative. The approved grant funding is $89,160, with the Township providing $22,300 in in-kind staff support, for a total project value of $111,460. 

The grant will help support local infrastructure improvements while reducing the financial impact on local taxpayers by leveraging federal funding.

Request for Tender #48-26: Asphalting of Various Roads
Council awarded the contract for the Township's 2026 Asphalting of Various Roads program. The project includes resurfacing work on several roads across Centre Wellington to help maintain safe and reliable transportation infrastructure, extend the life of the road network, and reduce the need for more costly repairs in the future. Construction is expected to take place during the 2026 construction season, with temporary traffic impacts in work areas while the improvements are completed.

Community Services Fee Study
Council awarded the contract for a comprehensive Community Services Fee Study. The study will review fees for Township recreation programs, facility rentals and community services to ensure they are fair, consistent and aligned with the cost of delivering services. The review will also consider industry best practices and help guide future decisions about user fees while balancing affordability with the long-term sustainability of Township programs and facilities.

Non-Standard Decorative Crosswalk Honouring Veterans
Council received a report outlining options and considerations for a non-standard decorative crosswalk to honour veterans. The report reviewed factors such as road safety standards, accessibility, maintenance requirements, costs and long-term responsibilities, while also recognizing the community's interest in creating a lasting tribute to local veterans. Following discussion, Council directed staff to move forward with the next steps identified in the report to support the installation of veterans' crosswalks in Centre Wellington in partnership with the local Royal Canadian Legion, with further details to be finalized before installation.

Delegation of Authority Regarding DC Deferral Agreements
Council approved a process to streamline Development Charge (D.C.) deferral agreements for eligible developments. The new process allows staff to administer approved deferrals provided such agreements are consistent with the Development Charge Deferral Policy for the period between July 30^th and October 1^st, 2026.  These deferrals must meet Council’s criteria, supporting employment growth, mixed-use development and affordable housing opportunities while ensuring appropriate financial safeguards remain in place.

Lease of Office Space, 8460 Wellington Rd 19, Belwood
In November 2022, the Belwood Post Office became inoperable following a fire that destroyed the building. In June 2023, Council approved a lease agreement between the Township and Lora McFadden, Postmaster, to use a portion of 8460 Wellington Road 19 in Belwood as a temporary location for post office services.

Township staff were recently advised that Ms McFadden will be retiring, and the current lease agreement will end effective October 1, 2026. The Township is awaiting confirmation from Canada Post regarding future plans for post office services in Belwood.

To support continuity of service, Council delegated authority to the CAO to enter into a new lease agreement should Canada Post wish to continue using 8460 Wellington Road 19 as a post office location in the short term.
