Update regarding parking enforcement and paid parking services

CENTRE WELLINGTON – The Township has been made aware of a letter currently circulating publicly about a former third-party provider of parking enforcement and paid parking services, Alpha Parking Solutions.

Council received the letter directly from Alpha on August 5, 2026. The information contained in the letter relates to issues that formed part of the dispute between the Township and the provider. Ultimately, the Township’s agreement and relationship with Alpha was terminated.

As previously communicated, the Township determined that the termination of its relationship with Alpha was desirable in order to protect the continuity, integrity and long-term viability of services for Centre Wellington residents and businesses.

Alpha's letter to the Township attributed a malware incident to an unknown employee at another municipality who reportedly uploaded a malware-containing file. As part of its review of the incident, Township staff assessed the security information and assurances provided by the service provider. Staff were not satisfied that the provider’s security controls and proposed measures provided sufficient confidence that Township information and services would be adequately protected going forward.

The Township recognizes the frustration expressed by members of the community and understands there have been questions about why more information was not shared earlier. While discussing matters with the service provider, the Township had to be careful not to compromise its position, increase risk, or create unnecessary costs for taxpayers.

The Township remains committed to transparency to the extent possible, while also protecting confidential information, legal obligations and the public interest. Now that additional information is circulating publicly, the Township is able to provide further context regarding the concerns that led to the termination of its relationship with Alpha.

The Township will continue to review the matter with its legal counsel and will provide additional information where appropriate. Staff are continuing the work required to transition parking enforcement services to a Township-delivered model. This transition requires careful preparation, including the development of procedures, staffing, training, and the procurement of necessary equipment.  Thank you to the community for your continued patience and understanding.
