Development Charges

Development charges are one-time fees charged by the Township on new properties to help offset the cost of specified services as outlined in the Development Charges Act.

By charging the builder these fees, the Township can ensure that the taxes of the current residents of Centre Wellington are not directly affected by this new development.

Development charges are controlled through the Township's Development Charges By-Law and are based on our Development Charges background study. 

 

The Township is currently completing an update to its Development Charges Background Study and By-law.

Development charges are fees collected from builders and developers to help pay for the cost of infrastructure required because of growth.   The Township is completing this update using growth projections to the year 2051 and recently completed Township studies and plans, including:

  • Parks and Recreation Plan
  • Water and Wastewater Servicing Plan, and
  • Active Transportation and Mobility Plan.

Draft Development Charges Background Study, prepared by Watson & Associates Economists Ltd. (dated December 19, 2025). 

The following key dates are provided for this process:

  • January 21, 2026, at 2 pm – Meeting with interested builders and developers to discuss the DC Background Study.
  • February 9, 2026, at 2 pm – Required Development Charges Public Meeting (regularly scheduled Council meeting).
  • February 23, 2026, at 6 pm – Proposed Development Charges By-law Passage (regularly scheduled Council meeting).

DC Interest Rate Policy

Amendments introduced in Bill 109 required the treasurer's report relating to development charges by-laws and reserve funds to be available to the public.  

 

With Bill 109 receiving Royal Assent on April 14, 2022, there have been some amendments to the Development Charges Act, and while these changes are minor in scope (technical changes to section 43), the Township has taken proactive measures to ensure compliance.  DC Treasurer’s statements presented and accepted by the Council of the Township of Centre Wellington can be found here.
