Penalty Notice Options

If you receive a Penalty Notice, you have three options for how to proceed. 

  1. Pay the penalty: If you do not wish to dispute the Penalty Notice, you can pay the amount specified on the Penalty Notice using one of the methods listed on the Penalty Notice. 
  2. Request a Screening Review: If you wish to dispute the penalty because you believe it was issued in error, there were extenuating circumstances, or you are experiencing financial hardship, you can request a Screening Review to have the matter reviewed. 
  3. Request a Hearing Review: If you are unsatisfied with the outcome of the Screening Review, you can request an additional review by a Hearing Officer, who will make a final decision.

Screening Review

If you have been served a Penalty Notice, you may request a review of the penalty by a Screening Officer. Requests must be made on or before the Penalty Due Date, which is fifteen (15) days following the date of service of the Penalty Notice. 

To dispute a penalty, you must submit your reason for the dispute along with any supporting documentation on or before the penalty due date listed on the Penalty Notice. A Screening Officer will review all submitted materials along with Township evidence, and the decision will be sent to you by the method selected in your request.

A Screening Review shall be conducted by written form, or by email, unless there is a requirement on a case-by-case basis, as determined by the Screening Officer, to provide the Screening Review through other means.

Hearing Review

If the matter is still in dispute following a Screening, you may request a review by a Hearing Officer. A Request for Hearing must be made within fifteen (15) days of the date of service of the Decision of Screening Officer. 

Hearings are normally conducted as an Electronic Hearing (Microsoft Teams or other video conferencing software). You will be notified of the date and time of your scheduled Hearing. 

Disclosure

If you have a Hearing scheduled, you may request Disclosure. A Request for Disclosure must be received by the Township at least 3 weeks (21 days) prior to the scheduled Hearing date to allow for processing.
