Administrative Penalties

The Administrative Monetary Penalty System (AMPS) provides a streamlined and flexible process for the payment, appeal, and collection of minor by-law infractions. Widely adopted by municipalities, as well as provincial and federal bodies, this system is designed to simplify enforcement procedures and enhance compliance with the Township's By-laws.

Under AMPS, by-law disputes are managed directly by the municipality rather than through the court system. Designated Screening and Hearings Officers have the authority to modify, cancel, or affirm penalties. This approach helps reduce court congestion while offering a local, accessible, and efficient resolution process for residents.

Enforcement:

Municipal Law Enforcement Officers with the Township may issue a Penalty Notice through any of the following methods:

  • In person
  • By registered or regular mail to the individual's last known address
  • By facsimile (fax) to the individual's last known fax number
  • By email to the individual's last known email address
  • By affixing the notice to a vehicle

Note: Parking-related Penalty Notices are typically issued by attaching the notice to the vehicle or by serving it directly to the operator. However, they may also be issued through any of the methods listed above.

Administrative Fees:

Penalty Notices issued under AMPS do not cost more than traditional fines. However, in certain cases, additional administrative fees may be applied to the original penalty amount such as:

*"MTO Fee" means a fee established by Council from time to time in respect of any search of the records of, or any inquiry to, the Ontario Ministry of Transportation, or related authority and listed in the Fees and Charges By-law.
